You should always follow your university, module, and assessment rules first. My Perfect Writing is designed as learning support, but each student is responsible for checking what their institution allows and whether AI use must be declared.
A draft review tool is not automatically cheating. The key question is how it is used. Reviewing your own work, identifying weak areas, and making your own improvements is different from submitting work generated or completed by someone else.
Contract cheating usually means arranging for another person or service to complete academic work that a student then presents as their own. My Perfect Writing is built away from that model: it provides guidance, reports, and explanations rather than completed assignments.
